From what I skimmed over...I would say no...emotional torture is not grounds for annulment in the Philippines

If the wife were an Islamo Fascist terrorist, then, no; because torture may be necessary to get information to prevent a terrorist attack.
However, if you mean, ';emotional distress'; instead of ';torture';, then, yes, I believe that may be grounds for dissolution of the marriage. It may be difficult to prove, however. Conservative cultures which frown on divorce such as the Philippines, do not easily accept other than
severe ';abusive'; forms of emotional distress.
For example if the husband asks his wife to clean the house everyday and cook dinner every night, that may not be grounds for annulment in the Philippines. In the U.S., maybe, but not the Philippines.

I'm going to say this one more time, in the United States, anybody can sue anybody for anything PERIOD. So, when asked ';Can I sue -----------'; the answer is always YES.
It doesn't mean you are going to win.
It doesn't mean that if you do win you will collect a dime.
It means you can file a lawsuit against anybody for anything in the United States. Your case may get thrown out but the answer is always YES.
